
There are a lot of people that have had the same issues with WM5 they have had to change registry setting and or used third party theme software to achieve this and even then a lot do not work on WM5. It is normally caused by Windows Mobile 5 default settings in the registry but they can be hacked and a WM5 incompatable tsk file. I am unsure why these registry setting were set like this to begin with. There are also a lot of tsk files that claim to be WM5 compatable but the reality is nearly all of them are not WM5 compatible tsk files, so you have to be careful and there is no guarantee it is a WM5 VGA tsk file

here that changes the Today scheme colours, task bar and soft keys, that works on WM5.

But the information that seems to be correct is that the only sure way to create Extended Themes for WM5 is to go all the way down to manually creating the CAB file using CABWiz and also manually add in registry values and finally rename the CAB to TSK. Unfortunately this requires you to understand how CAB files work and it is an extremely troublesome process just to create one Extended Theme. This also means that most Extended Themes you find on the web do not work on WM5 either.
