What would be a good device to put into students hands to allow them to browse the internet for under $200.00 ?

Welcome to the forum!

Within this budget you might consider a Sony PSP or Nintendo DS with Opera.

Which one will be down to your preferred input method, the Nintendo has touch screen and stylus whereas the PSP has a fairly awkward virtual keyboard that baffles the over-18's. Also check what websites you want to browse as the web browsers on both have pro's and con's. PSP supports Flash, Opera on Nintendo doesn't support Flash yet but is very compatible with most sites and features very good zooming capability.
